Can I get life insurance with an ITIN or a matrícula consular?
What companies check before they issue a policy, which documents usually work, and what to expect if you do not have a Social Security number.
- A Social Security number is not required by law to buy life insurance in Texas.
- Several companies write policies for people who apply with an ITIN, and some accept a matrícula consular as part of the identity file.
- Companies differ on how long you must have lived in the country, and that one rule usually decides where to apply.
A Social Security number is not a legal requirement to buy life insurance in Texas. Several carriers write policies for people who apply with an ITIN, an Individual Taxpayer Identification Number. Carriers are the insurance companies that issue the coverage. Some of them accept a matrícula consular as part of the identity file.
This is one of the questions we hear most in our McAllen office. Here is what a company looks at when it reads an application.
What carriers are actually checking
A company builds a file on each applicant.
- Identity, through a government issued document.
- Insurable interest, meaning you would lose something real if the insured person died. Also a sound reason for the coverage amount.
- Residency, meaning you live here rather than visit.
- Financial justification. The face amount, the sum the policy would pay, has to match your income and what you owe.
- Health, through the usual questions and sometimes an exam.
None of that requires citizenship. It requires a steady, documented picture of who you are and why you need the coverage.
Documents that commonly work
Bring what you have. These are the papers that usually do the job.
- ITIN letter, or a tax return filed with an ITIN.
- Valid passport from your country of origin.
- Matrícula consular, accepted by some carriers as supporting identification.
- Texas driver license or state ID if you have one.
- Proof of address such as a utility bill or a lease.
- Proof of income such as pay stubs, a 1099 or a tax return.
Where applications get declined
Rarely for the ITIN itself. More often it is a mismatch inside the file. An address that does not match the documents, a face amount far larger than the income you stated, or a very recent arrival with no US financial history.
Carriers differ on how long you must have been in the country. That rule is usually what decides which company you apply to.
Coverage on relatives living in Mexico
Generally not available. Carriers require the insured person to live in the United States and to finish underwriting here. Underwriting is the review a company does before it says yes or no.
A US carrier will not issue a policy on a parent who visits but lives in Matamoros or Reynosa. If an agent tells you otherwise, get a second opinion.
Why using an agent matters here
Carrier rules on ITIN applicants are not published on their websites, and they change. Applying to the wrong company puts a decline on your record for no reason. We already know which carriers write these policies and which do not.

Common follow-up questions
Do I need to be a citizen or a permanent resident?
No. Several carriers write policies for people who use an ITIN and live and work here. Requirements vary by company, especially on how long you have been in the country.
Will the insurance company report me to immigration?
Insurers underwrite risk, meaning they review it and decide yes or no. They are not immigration authorities and they do not report applicants. They do verify identity, which is standard for any financial product.
Can my family in Mexico be the beneficiary?
Usually yes. A beneficiary is the person who receives the money when the insured person dies. That person does not have to live in the United States. Give a full legal name, date of birth and address so the claim can be paid without delay.
How much should it pay?
The death benefit is what your family receives. Most final expense policies here run between $5,000 and $25,000.
What kind of coverage?
Not sure is a fine answer. Your agent will walk you through the difference.
Male or female?
Rates are set separately for each, so this one changes the number.
When were you born?
Age is the single biggest thing that moves a final expense premium.
Any nicotine in the last year?
Cigarettes, cigars, chew or vape. Answering honestly keeps the quote accurate.
Who are we quoting?
So your agent knows who they are calling.
Where should we call you?
One call with your prices. No robocalls, no list selling.
Want a copy by email?
Optional. It means you have the numbers in writing after the call.
By pressing “Get my quote” you agree a licensed McAllen Insurance Group agent may contact you by phone, text or email at the details you provide, including by automated dialing. Consent is not required to buy. This is a request for a quote, not an application, and not an offer of coverage.
